Outstanding Teen Library Volunteer Scholarship

In the fall of 2026, the Virginia Beach Library Foundation partnered with the family of Catharine “Cathy” Pepe to establish the Catharine Pepe Outstanding Teen Library Volunteer Scholarship Fund. This scholarship honors Cathy’s lifelong commitment to volunteerism, literacy, and community service.

Each year, two exceptional teen volunteers will be selected for recognition. One recipient will be awarded a $1,000 academic scholarship, and a second recipient will receive a $500 book scholarship. Recipients are recognized for their academic achievement, their dedicated service to the Virginia Beach Public Library system, and their demonstrated commitment to volunteerism.

About Catharine Pepe

Catharine “Cathy” Pepe was deeply devoted to serving others and found great joy in reading and sharing literature of all kinds. She dedicated many years as a volunteer with the Virginia Beach Department of Libraries before continuing her service as an employee, where she remained a valued and trusted member of the library community.

Born on August 15, 1944, in Bangor, Maine, Cathy grew up in Lee, Massachusetts. She attended local schools before pursuing her love of music at the New England Conservatory in Boston, where she studied flute performance. On September 10, 1966, she married her husband, with whom she built a life centered on family, kindness, and shared purpose. Together, they raised two sons and later enjoyed the love of three grandchildren.

Cathy’s life was defined by generosity, creativity, and dedication. Her commitment to service extended into many areas of her life. Cathy volunteered in elementary school libraries for several years and was recognized for her repeated platelet donations. She also devoted time to working with Guiding Eyes for the Blind as a puppy raiser and trainer, and she lovingly cared for rescue dogs. Through each of these efforts, she demonstrated her belief in helping others in meaningful and lasting ways.

Above all, Cathy believed in the transformative power of reading. She shared this passion with her family by reading to her sons every night and later to her grandchildren, creating cherished traditions that continue across generations. Weekly trips to the library were an essential part of family life, instilling a lifelong appreciation for books, learning, and curiosity.

Cathy viewed libraries as vital community resources—places that provide access to knowledge, foster imagination, and support lifelong learning for people of all backgrounds. She believed especially strongly in the role libraries play in expanding opportunities for those who may have limited access to educational resources elsewhere.

She lived this belief through her work at the Kempsville Area Library, where she first volunteered and later served as a librarian. Cathy approached every task with humility, patience, and a genuine desire to help. She never sought recognition, instead focusing on being dependable, kind, and supportive to colleagues and patrons alike. She took pride in her role as a volunteer and mentor, even bringing her son with her to teach him the value of service and consideration for others.

Cathy will be remembered for her compassion, integrity, and unwavering dedication to her family and community. She exemplified the spirit of service and the joy of lifelong learning, using her talents to enrich the lives of others.

This scholarship fund was created to carry forward her legacy by recognizing and supporting young volunteers who share her commitment to service, her love of reading, and her belief in the vital role libraries play in strengthening communities.
